The Assess materia can be purchased from stores that sell materia from chapter 2 onwards.

One of Cloud and Yuffie's starting Materia

The Assess Materia is one of the many Materia that Cloud starts with in the game. It's also one of the default Materia that Yuffie has when she joins the party.
