Talk to Zo after The Second Verse Side Quest

To obtain the Utaru Protector, you will first need to complete The Second Verse Side Quest given by Zo. After completing the quest, talk to Zo either at the Base (before the Singularity Main Quest) or Legacy's Landfall (after the Singularity Main Quest).
