As of Patch 1.14. Horizon Forbidden West allows players to reset all skill points!

How to Reset Skill Points

Step 1
Reset Skills Horizon Forbidden West
Open the skill menu and select Reset Skills using the Options Button.
Step 2
Confirmation Screen Reset Skills Horizon Forbidden West
You will be greeted by a confirmation screen before you can fully reset your skills! If you're absolutely sure, select Yes!
