The Too Hot to Handle Fiend Intel will appear on the far east of Gliding Range Tower. However, go to Dried Oasis Tower and use the fan on the south of the tower and glide using the Cosmo Canyon Chocobo towards the east of the fan where you will see a ramp that your Chocobo can land on.

Once landing, follow the path on the right, then go to the right again until you're at the top of the cliff where you can see the Fiend Intel on the lower ground. Jump down and then go to the direction of the Fiend Intel to battle enemies.
