To unlock the elevator, you have to use Yuffie and the Grappling Hook to climb up to the second floor and use the terminal.

Use the Grappling Hook to go to the other side.

Look back and aim at the target. Throw Yuffie's Shuriken at it to lower the grapple point.

Use the Grappling Hook at the new grapple point and land on the platform with a treasure chest. You will find 5 Zinc Ores inside the treasure chest.
