In a Small Cave Under the Bridge in Gongaga Gorge

The Red Megaphone can be obtained in Gongaga. From the boat by the river, jump down and swim to the left to find a purple chest at the end of the path.

The Red Megaphone weapon can be bought from a store that sells armor starting from chapter 10 onwards.
