Despite the new sheen of the remaster, Oblivion remains, at its core, an old game with old school RPG mechanics. In order to avoid making a character that feels weak at higher levels, you'll want at least a basic understanding of how builds work.
With that in mind, try to check out what each Race, Birthsign, and Class does in Oblivion before you finalize your character. Remember, there are no respecs in Oblivion, so your stats, Major Skills

Of the many factors that affect your build, the most important mechanic to pay attention to will be the Major Skills of your chosen class. The 7 Major Skills that you get (or choose via Custom Class) will heavily influence how your character plays out.
Since Minor Skills level up very slowly, any combat skills (e.g., Blade, Destruction, or Marksman) that are flagged as Minor Skills will be a pain to level up (doubly so if you want to change your combat playstyle in the middle of your playthrough).

Before leaving the sewer of the tutorial area, create a manual save so that you have a way of skipping the tutorial when you want to make a new character. This makes it easy to return and re-do your current run, especially if you want to try out new classes or races.

However, do note that this method of starting a new game prevents new character save partitions from being created. If you use this save file to create an entirely different character with a different name, its save files will still be saved under the name of the original character!
Players who don't want to have to sift through an extensive list of manual saves and autosaves just to play an older character will be better off simply re-doing the tutorial to avoid the issue.

Those bandits that used to wear fur armor? Yeah, they now have full plate armor and wield Glass weapons.
Unlike traditional RPGs, leveling up in Oblivion too quickly won't result in a power spike due to how enemy scaling works. If you reach level 10~15 while barely leveling any of your combat skills (or without getting stronger weapons), you're in for a very tough time.
Despite the allure of that level up icon on the top right of your screen, try to space out each level up as much as possible so that you can focus on improving your combat skills as enemies scale up in difficulty.

Remember, you only actually "level up" once you sleep. If you really want to, you can just keep earning skill XP without leveling up your character so you retain that feeling of power between level ups.

Power leveling any of your Major Skills is fair game as long as you don't level up. So, if you really want to grind out those skills levels for your melee (e.g., Blade) or magic (e.g., Destruction) combat skills, you can head over to the Peryite Shrine.
Here, you'll find a group of immobile and invincible worshippers of Peryite. Before you complete this Daedric Prince's quest, take the time to hit or cast spells on the worshippers to raise your combat skills for free.

Due to how leveling up works, it is better to finish the main quests in Kvatch (after delivering the Amulet to Jauffre in Weynon Priory) so that you avoid having to face more difficult enemies at higher levels. Remember, at Level 1, this series of missions is a cakewalk.
If you delay doing it till Level 10+, you'll be greeted with a fresh set of high level enemies like Flame Atronachs and fully-grown Scamps that can absolutely body your character in a heartbeat.

Unless you're a spellcaster, you'll probably want to secure an Enchanted Weapon early in the game. Some good ones to get will be:
The primary reason for getting one is that some enemies will simply be immune to Physical damage. Without a way to deal meaningful magic damage, you'll hit nothing but air when swinging at enemies like Ghosts.

One of the biggest issues new players will run into is the absence of a place to store loot. When you first start the game, try taking a detour towards Battlehorn Castle to get a free player home to store loot in.
Getting it is pretty easy as well, since you only have to help the defenders kill a few enemies. After that, even without any upgrades, the containers inside the permanent home will function as loot storage (at least until you can purchase castle repairs).

Those looking for a free horse early in the game can simply head over to Weynon Priory after exiting the sewer (since Fast Travel to it is available right off the bat) and complete the main quest there. After giving the Amulet to Jauffre, speak to Prior Maborel and choose the Assistance option to receive a free horse.

An easy way to farm Gold early is potion-making via the Alchemy skill. Make sure you have a Mortar & Pestle (you get one free during the tutorial) before collecting alchemy ingredients at the many farms scattered throughout Cyrodiil.
With enough ingredients, you can spam craft as many different potions as you can before selling what you made for an easy profit. This is, by far, on of the easiest ways to earn Gold during the early game of Oblivion (all possible even at Level 1).

To fully engage with all the different gameplay systems of Oblivion and uncover the many powerful items you can get early, make sure to join the different guilds (factions) available in the game.
By joining up, you gain access to a myriad of benefits including exclusive merchants, fences (for stolen goods), spellmaking, guild halls that can be rest areas, and faction quests with amazing rewards to name a few.

Players who don't want to join the Mages Guild (or who don't want to go through their quests) can simply unlock the Frostcrag Spire player home since it will have a free Enchanting Table and Spellmaking Table available.
Once you purchase the Magetallow Candle Boxes from Aurelinwae in the Mystic Emporium (Imperial City Market District), you can place them on the altars to unlock Enchanting and Spellmaking. However, do note that these key items costs a pretty penny.
