Talk to the Head of Any Mages Guild

Oblivion Joining Mages Guild
To join the Mages Guild, simply head to any city's Guild Hall (except Imperial City and Kvatch) and talk to the head to join. You will need to have a clean criminal record before joining the guild.

Talk to the Guard to Find the Hall

Oblivion Guard Directions
If you are unfamiliar around the city, talk to the guards of each city and ask where the guild are to receive directions.

Complete All Recommendation Quests

Oblivion Mages Guild Quests
Each guild leader will assign a quest for you to complete before giving their recommendation to you. Complete these quest for every city to move forward with the quest.

Head to Arcane University

Oblivion Arcane University Split

After completing all recommendation quests, head to the Arcane University in the Imperial City and speak to Raminus Polus and complete your guild application.
