Description I met a mysterious Wood Elf named Glarthir in Skingrad who asked me to meet him behind the Great Chapel at midnight tonight. He wouldn't tell me what it was about, but promised to make it worth my while.

Paranoia is located in Skingrad. You can unlock the quest by talking to Glarthir, a Wood Elf wearing a brown robe, who can be found walking around town. He will ask you to meet him behind the Great Chapel of Julianos at midnight.

Meet Glarthir Behind the Great Chapel at Midnight

TES IV Oblivion Glarthir Great Chapel Location

To start the quest, meet Glarthir behind the Great Chapel of Julianos around midnight. Remember this location and time, as you will be returning here frequently and you cannot talk to Glarthir about the quest when you see him during the day.

Glarthir will claim he is being watched and ask you to spy on Bernadette Peneles, who lives across the street from his house. You can either follow Bernadette during the day or simply wait until the next evening to meet Glarthir again.

Optional: Ask Locals About Glarthir

TES IV Oblivion Dion

It's no secret that Glarthir is an odd one from the moment you met him. For more context and a richer story experience, talk to locals about him and follow his requests to spy on his targets. Eventually, you’ll be approached by Dion, a captain of the Skingrad city guard, who will warn you about Glarthir.

Follow Bernadette and Report Back to Glarthir

TES IV Oblivion Bernadette Peneles

Whether you follow Bernadette or not, report back to Glarthir at the same time and place. You can tell the truth that Bernadette isn’t watching him or lie and say she is; either way, he will reward you with 150 Gold. Note that what you tell Glarthir will affect the quest's ending, which is detailed in the last step.

Glarthir will then send you to spy on Toutius Sextius next. He lives across the bridge north of the Chapel.

Follow Toutius and Report Back to Glarthir

Similar to Bernadette, you can either follow Toutius during the day or wait to meet Glarthir the next evening. If you previously reported Bernadette of being guilty and also claim that Toutius is one, you will receive 200 Gold. If you said that Bernadette is innocent, regardless of what you report about Toutius, he will give you 150 Gold.

He will then ask you to spy on the last person on his list, Davide Surilie, another of Garthir's neighbors.

Follow Davide and Report Back to Glarthir

Follow Davide during the day. He can be found working at his vineyard outside of town.

Once you're done, return to meet Glarthir in the evening. This is where your previous actions, including what you choose to tell him next, will determine how the quest ends:

If All Targets Were Reported Innocent

TES IV Oblivion Glarthir Attacks

If you reported that Bernadette and Toutius are both innocent, and then say that Davide is also innocent, Glarthir will not believe you and will attack. Kill him to end the quest.

If At Least One Target Was Reported a Spy

TES IV Oblivion Garthir Gives List of Death

If you reported at least one person of being guilty (you’ll receive a 200 Gold bonus if Davide is among them), Glarthir will give you a List of Death and ask you to kill those you accused. You can then choose what to do with the list.

If you choose to follow Glarthir's List of Death, kill the targets you accused of being guilty. Report back to Glarthir afterward to receive 1,000 Gold, completing the quest.

TES IV Oblivion Turn in Glarthir

You can turn in Glarthir by speaking to any of the Skingrad city guard or the Surilie brothers. Show them the List of Death and they will kill Glarthir themselves, completing the quest.

Should You Help Glarthir?

Paranoia Rewards

300-1,550 Gold

Glarthir will reward you with Gold each time you report back to him. You’ll receive a guaranteed 150 Gold on your first report, then 150–200 Gold on the second, depending on whether you reported Bernadette of being guilty, and another 200 Gold if you reported Davide as one. You can then earn a big payout of 1,000 Gold by killing all the targets you accused, bringing your total to 1,550 Gold.

That said, while it may seem heartless, feeding Glarthir’s paranoia by lying and claiming people are watching him will yield the highest rewards. There’s no real benefit to killing Glarthir, as his loot isn’t really valuable, including his house, which you can unlock with the key from his body.
