Early Game - Weynon Priory Horse

Weynon Priory Horse
The free Weynon Priory Horse that you get from the main questline will be the best horse that you can get in the early game. This is because it's similar to the cheap horses that you can buy, and it's generally not worth buying an expensive horse until your equipment is fully upgraded and you have spare coin.

As a note, you must join the Blades to unlock this horse in the Cloud Ruler Temple. Thankfully, there are no downsides to this, so it's always recommended to join them.

Late Game - Shadowmere

Shadowmere
As for the best horse in the late game, you will want to acquire Shadowmere from completing the Dark Brotherhood quest, The Purification. Aside from being one of the best horses performance-wise, Shadowmere can't be killed in combat since and will only become unconscious if their HP reaches 0.

Once The Purification has been completed, you can find Shadowmere standing outside the main doors to Fort Farragut.
