The Shrine of Azure or Azura's Shrine is located northeast of Cyrodiil, north of Cheydinhal at the Jerall Mounains. The fastest way to Azura's Shrine is to fast travel to Cheydinhal and head north.
Shrine of Azura Nothing Happens Solution
Wait Until It’s Dawn or Dusk
You must offer Glow Dust at dawn or dusk, specifically between 5:00–7:00 AM or 5:00–7:00 PM in-game. Make sure it is the correct time; otherwise, you can use the Wait function in-game until the appropriate hour. If you make the offering outside this time frame, nothing will happen.
