Most merchants can be found in shops, chapels, and Mages Guilds in the various cities of Cyrodiil. However, there are a few stray merchants—M'raaj-Dar in the Dark Brotherhood Sanctuary and Mirili Ulven in Highcross in the Shivering Isles.

There are only four magic shops that sell spells in the game—two in the Imperial City, one in Bravil, and one that is part of the Shivering Isles.

Spells you can get from chapel merchants are mostly Restoration Spells and spells regarding the undead. Take note that the Chapel of Dibella will be a crime scene tied to the Pilgrimage quest the first time you go there.

The Mages Guilds in Cyrodill have different schools of magic depending on the cities they are situated in.
Although the spells they offer will encompass many kinds of magic, some Mages Guilds like Leyawiin will offer mostly Mysticism spells. Refer to the list above and check what schools of magic are being specialized in some Mages Guilds.
How to Get New Spells
Buy Spells
You can get new spells by buying from spell merchants. Once you've learned a spell, you will no longer be able to purchase it again, so if a spell is available from a merchant, it means you haven't learned it yet.

The Buoyancy, Captivate, Minor Latch Crack, Stark Reality, and Weak Fireball spells can be obtained by doing quests—most of which are Recommendation quests for the Mages Guild.

Craft Spells
You can make your own custom spells if you are a member of the Mages Guild. Custom spells can be made by combining your spells at an Altar of Spellmaking.
