Untaxing the Poor is located in The Colovian Highlands. You will first need to complete the May the Best Thief Win quest and collect 50 gold worth of stolen items in order to unlock this quest.
From there, talk to Armand Christophe and inquire him about the details of the quest.

Talk to Armand Christophe at the Colovian Highlands. You will be asked to collect the tax records and taxes imposed by Hieronymus Lex, captain of the Imperial Watch. He will be located in the South Watchtower.

Travel to the Imperial City Temple District, and head east until you've reached the entrance of the South Watchtower.

Proceed inside the watchtower and use the ladder walls found inside to reach the very top of the South Watchtower.

It is advised that you use an Illusion spell that will render you invisible and help you remain undetected to the guards inside the watchtower.

You will need to lockpick the entrance of the top floor before you can climb it. If you have the Skeleton Key or some lockpicks to spare, then use them to avoid the lockpicking process.

Approach the desk located on the west portion of the room, just beside the entrance floor from which you've entered. You will need to lockpick this desk in order to claim the Gold, Parchment, and Waterfront Tax Records inside it.
Once you've claimed the items you need, head down to the watchtower and return to Armand.

Once you've given the taxes and tax records to Armand, he will see fit that you be promoted to a new guild rank in the Thieves Guild.
You will be given a promotion to a new guild rank once you've completed the Untaxing the Poor quest from Armand.
