Inside the Bravil Mages Guild

Varon Vamori

You can find Varon Vamori inside the Mages Guild in Bravil between 8 AM to 10 AM. Wait for at the lobby during this time period to see him spawn by the entrance and then talk to him after getting the quest from Kud-Ei.

You will need to talk to Varon Vamori in order to progress the Mages Guild quest, Bravil Recommendation. Go inside the Bravil Mages Guild and then talk to Kud-Ei who is sitting on a bench. She will tell you that her staff was stolen by Varon Vamori and that you need to convince him to tell the whereabouts of her staff during this quest.
