The main method of recharging enchanted weapons is to use Soul Gems. These are types of gems that you need to fill with souls first using Soul Trap before you can use them to recharge an enchanted weapon.
You can buy an empty or a filled Soul Gem from merchants but the latter will be more expensive to purchase so it's better to buy an empty one and just use Soul Trap.

Azura's Star acts like a reusable Soul Gem meaning that it will not be consumed even if you use it. You still need to capture souls with the item in order to recharge a weapon but the Azura's Star will not disappear after usage unlike Soul Gems.
You need to complete the Azura's Daedric quest to get the Azura's Star as a quest reward.

Varla Stones are used to recharge all weapons in your inventory but will be consumed upon use. This is a very valuable item as it recharges every weapon in your inventory and you don't have to manually use many Soul Gems to recharge each weapon.
You can get Varla's Stones within the Ayleid Ruins.
What are Varla Stones Used For?

You can pay in any of the Mages' Guild to recharge your enchanted weapon, though we don't recommend this as they charge 1 gold per 1 charge point meaning that weapons with high amount of charges will cost a lot.
Vendors that offer recharging services have the Recharge Weapon icon on the lower left when you talk to them. You also don't have to join the Mages' Guild to use this service.
