The best race to play depends on what kind of build and playstyle you'll use in The Elder Scrolls IV Oblivion Remastered. Check out the best races for each playstyle, as well as which race to use if you have no preference.

With how customizable character builds are in Oblivion, the best race will always depend on what kind of playstyle you want to use. For example, if you prefer to play an arcane caster, then picking a High Elf will serve you much better than an Orc, who prefers melee combat.
At the end of the day, every race can max out every attribute, so the best race to choose really depends on the other non-stat bonuses that you'll want to have for your playthrough.

The best race for a melee-focused build would either be a Redguard or an Orc. The Redguard's Adrenaline Rush allows them to boost their melee-focused stats, while the Orc's Berserk will heavily boost their offensive capabilities.

The best race for a stealth-focused build would either be a Wood Elf or a Khajiit. Wood Elves have a strong early bonus to Marksman and Stealth, while Khajiits have general boosts to stealth skills and the ability to see in the dark.

The best race for a magic-focused build would either be a High Elf or a Breton. High Elves have the best spellcasting bonuses at the cost of being weak to fire, frost, and shock, while Bretons have slightly lower spellcasting bonuses with a natural resistance to magic.

If there's no specific playstyle that you want to use, then it's recommended to either pick a Khajiit or a Dark Elf for your character's race. The Khajiit's ability to see in the dark can always come in handy, while the Dark Elf's Fire Resistance is extremely useful when dealing with Oblivion Gates and the Main Quest.

Just to clarify for newer players. Picking a race that provides bonus to skills and attributes is irrelevant, because you can manually level all skills/attributes to 100 by leveling/training them anyway. That being said you better look out for a strong passive or on use ability that can provide its worth in the endgame too. Its sad that Brenton are not placed in S tier, as their 50% magical defense passive is undoubtedly the strongest passive among all the races.
