Chorrol Recommendation is located in Chorrol Mages Guild. Talk to Teekeeus to start the quest.

Speak with Teekeeus
To start the quest, speak to Teekeeus inside the Chorrol Mages Guild. He should be the only Argonian inside the guild. He will ask you to find out what Earana, an ex-guild member, is doing in town.
Find Earana
Find Earana around town, she is a High Elf wearing a green dress. Talk to her and she will task you to retrieve a book called the Fingers of the Mountain from Cloud Top for her.
Report Back to Teekeeus
Once you receive your instructions from Earana, head back to the guild and report this back to Teekeeus. He will ask you to retrieve the book and give it back to the guild for safekeeping.
Go to Cloud Top and Retrieve Fingers of the Mountain
Head to Cloud Top, northwest for Chorrol. At the peak, you will find a charred body carrying the Fingers of the Mountain book. Head back to Chorrol with the book in hand.
Return to Teekeeus or Earana
The player can now decide if they wish to give the book back to either Teekeeus or Earana. Either way, the player will receive a Chorrol Recommendation.
Earana Will Give Additional Tasks
Players can start the continuation of the quest if they decide to side with Earana or steal the book from Teekeeus after receiving the recommendation. This will give you access to Earana's reward, which is the spell, Fingers of the Mountain.

Chorrol Recommendation
Returning the book the Teekeeus and not going further to assist Earana will give you the Chorrol Recommendation to complete your application to the Mages Guild.
