There are five NPCs who offer Mysticism training in The Elder Scrolls IV Oblivion Remastered. See the Apprentice, Journeyman, and Master Mysticism trainer locations, along with the prerequisites for Mysticism training with each of them here!

Apprentice Mysticism Trainers
Angalmo: Chorrol Mages Guild
The High Elf Angalmo is located inside the Chorrol Mages Guild. His training service is available even if you are not a member of the Mages Guild. Angalmo can train Mysticism up to skill level 40.
Druja: Skingrad Mages Guild
The Argonian Druja is located inside the Skingrad Mages Guild in the northwest end of town. His training service is available even if you are not a member of the Mages Guild. Angalmo can train Mysticism up to skill level 40.
Journeyman Mysticism Trainers
Boderi Farano: The Arcane University
The Dark Elf Boderi Farano is located inside the Arcane University. Her training service is available once you have full Arcane University access after finishing the Mages Guild Recommendation quests.
Boderi Farano can be found around the Mystic Archives in the university, and she trains Mysticism from skill levels 40–70
Ita Rienus: Bravil Mages Guild
The Imperial Ita Rienus is located inside the Bravil Mages Guild in the western end of town. Her training service is available even if you are not a member of the Mages Guild. Ita Rienus can train Mysticism from skill levels 40–70.
Master Mysticism Trainer
Dagail: Leyawiin Mages Guild
The Wood Elf Dagail is located inside the Leyawiin Mages Guild in the western end of town. At Mysticism skill 70+, you can get a recommendation from either Boderi Farano or Ita Rienus.
Speak to Dagail at the guild hall with the recommendation, but she will only train you if you have closed at least three Oblivion Gates. As a Master Mysticism trainer, Dagail can train Mysticism from skill levels level 70–100.
