Wait Timer
The easiest way to change the time is by waiting. This can be done by pressing the "Wait" button and selecting how much time you want to pass. The button for this option is either T, Share, or View depending on the controller you're using or if you're using a keyboard.

Sleep in Bed
If you have a bed or bedroll that you can use, then you can go to sleep to change the time. This is also how you level up your character, making this the recommended method if you're not in any rush to change the time.

Fast travelling from one location to another will also advance and change time automatically. However, this isn't recommended if you're aiming for a specific time unless you know exactly how much time will pass when going from one place to another.
