The Crusader in Oblivion is your typical paladin archetype, leaning into a mix of martial prowess and healing magic to complete their build identity.
For this Crusader build, you'll want to prioritze leveling Blade and Armorer. The former is to improve your damage, and the latter is to help repair enchanted gear as you progress through the game. Naturally, while playing, make sure to only use Restoration spells to heal in order to quickly raise your Restoration level early.
Secondary skills to raise as you play will be Heavy Armor (which increases naturally as you take hits) and Destruction spellcasting (since it is one of the easiest spell-related skills to level up). If you wan't to go full roleplay, you can also start leveling Blunt for better damage with Maces and Warhammers.

As a Crusader, you'll be a hybrid class that is a melee combatant first and a supporting spellcaster second. During the early game, focus on raising your Strength first. Then, you can alternate between +5 Endurance and +5 Willpower per level up just so you also steadily improve your Magicka regen and max HP.
Any leftover Virtues (attribute points) while leveling can be spent on Intelligence just to increase your max Magicka (which grants you access to better spells, later on).

Again, nothing beats the tried and tested Longsword and Shield combo in Oblivion just because there are so many good one-handed blade options in the game. However, if you want to lean into the Crusader / Paladin / Holy Knight identity, then a Mace and Shield or Warhammer loadout wouldn't be amiss.

Of all the starting identities, the best race and origin to use as a Crusader will be the Orsinium Orc primarily because of its high Strength, Endurance, Intelligence, and Willpower at level 1. This perfectly complements the melee and magic identity of this class.
Alternatively, you can simply play as a Breton since they get decent Magicka-related stats as well as a whopping +50% Magic Resistance (compared to the Orc's innate 25% Magic Resistance).

The best Birthsign for the Crusader is The Lord since the additional armor rating offsets the lower armor values of Light Armor while also granting you bonus 15% Magic Resistance in the process.
Some alternatives will be The Warrior (if you want an easier early game) or The Mage (since it solves your Magicka problems during early game, allowing you to put off increasing Intelligence until later).
