Buy from Shady Sam Outside Imperial City

Shady Sam can be found outside the Imperial City walls at any time, day or night. Fast travel to Chestnut Handy Stables, then walk behind the stables and follow the wall until you see Shady Sam, who wears a black hood.

He can sell 30 lockpicks each day and his stocks will refresh again on the next in game day. This is the most reliable way to get many lockpicks, so long as you have enough money to buy them.

Join the Thieves Guild

If you want to have more options to buy lockpicks, you will need to join the Thieves Guild so you can transact with the Fences, guild members who deal with stolen goods including lockpicks.

Loot from Chests

Sometimes, there will be lockpicks inside chests within dungeons. They are not guaranteed to always be inside of chests but it's best to always check them.

Loot from Enemies

You can also randomly get lockpicks by looting from dead enemies such as goblins or bandits. Note that not all enemies have lockpicks but always check them for a chance to get some.
