Glarthir Outcomes

Report all of Glarthir's targets as innocent. Glarthir will not believe you and will attack.
Accuse at least one of Glarthir's targets of being guilty. Kill the accused targets, as per Glarthir's request. Glarthir will reward you with 1,000 Gold and flee town.
Turn in his hit list to the City Guard or the Jemane Brothers after Glarthir asks you to kill the accused targets. The City Guard or the Jemane Brothers will kill Glarthir themselves.

During Paranoia, Glarthir will ask you to spy on three targets and report whether they are watching him. If you report at least one of them as guilty, he will ask you to kill them. You can then choose to either kill the accused targets or turn him in to the authorities.

TES IV Oblivion Garthir Gives List of Death

Lying and accusing the targets are spying on Glarthir yields the highest Gold reward. You’ll receive 150 Gold for the first report, 150–200 Gold for the second depending on whether you accuse Bernadette, and another 200 Gold for accusing Davide. You can then earn a big payout of 1,000 Gold by killing all the accused targets, bringing your total to 1,550 Gold.

There’s no real benefit to killing Glarthir, as his loot isn’t really valuable, including his house, which you can unlock with the key from his body.
