Misdirection Location
Go to Bravil and Head Inside S'krivva's House
Misdirection is located in Bravil. You will first need to complete the Ahdarji's Heirloom quest and collect 300 gold worth of stolen items in order to unlock this quest.
From there, talk to S'krivva and inquire her about the details of the quest.

Talk to S'krivva in Bravil
Talk to S'krivva, and she'll inform you that Hieronymus Lex has invaded the Waterfront. She'll tell you to find Methredhel for help. From there, you'll need to travel towards the Talos Plaza District.
Travel to Talos Plaza District and Talk to No-Coins Draninus
Once you've traveled to Talos Plaza District, approach a man named No-Coins Draninus and offer him your gold to know the whereabouts of Methredel. Head to Dynari Amni's House after he tells you where she is.
Head Inside Dynari Amni's House and Talk to Methredhel
Once you're inside Dynari Amni's House, approach Methredel and she'll tell you of her plan to rid the Waterfront of the Imperial Watch by creating a distraction and stealing the Hrormir's Icestaff from the Arch-Mage quarters.
After the plan has been concluded, travel to the Arcane University so that you can steal the staff.
Travel to the Arcane University
When you've reached Arcane University, try casting an Illusion spell like Ghostwalk or Spectral Form to avoid detection. From there, use the portal that leads to the Arch-Mage's Tower Council Chambers.
From there, you will need to use another portal that now leads to the Arch-Mage's Quarters. Once you're inside, navigate the room and find the staff.
Note that you'll need to follow the intended timeslot for where the Arch-Mage sleeps, as instructed by Methredhel. According to her, the Arch-Mage sleeps from one to seven in the morning.
Take Hrormir's Icestaff and Leave Note on Night Stand
Steal Hrormir's Icestaff that is currently placed on the desk and leave a note on the Arch-Mage's Night Stand. When finished, head outside and return to Methredel.
Return to Methredhel
Return to Dynari Amni's House and talk to Methredhel to inform her of the staff. She will now tell you to head towards the Waterfront and spy on Hieronymus Lex.
Head to the Waterfront and Spy on Hieronymus Lex
Travel to the Waterfront and cast another Illusion spell that makes you invisible to the Imperial Watch guards roaming the area.
Head towards Hieronymus Lex and witness as a messenger deliver a Dremora deliver a note to him. Once Lex has read the note, pick it up and deliver it to Methredhel.
Come Back to Methredhel
Come back to Methredhel in Dynari Amni's House and inform her about Hieronymus Lex. She will now order you to return Hrormir's Staff in a chest inside Ontus Vanin's House.
Head Inside Ontus Vanin's House
Follow the quest marker on the map and proceed inside Ontus Vanin's House. Lockpick the door that leads to his private quarters, and search for the Ontus Vanin's Chest.
Put the staff inside and head outside to complete the mission.

Return to S'krivva For Your Reward
Return to S'krivva at your usual meeting spot and discuss your reward for completing the mission. She will give you a Guild Rank promotion for your efforts.

Promotion to New Guild Rank
You will be given a promotion to a new guild rank once you've completed the Misdirection quest from S'krivva.
