You can enchant equipment yourself using an Enchanting Altar, as long as you have learned and can cast the spell effect you want to apply. For example, to enchant a weapon with Paralyze, you must first get and be able to cast the Paralyze Spell.
Some spells, like Flare, are basic starting spells that all races have, which means you can immediately enchant weapons with Fire Damage if you have access to an altar.
Additionally, races like Bretons and Orcs have innate Resist Magic abilities, granting immediate access to that enchantment effect. The same applies to other racial resistances and powers, which can unlock additional enchanting options early on.

Sigil Stones can be obtained when closing Oblivion Gates. The effects you get from these Sigil Stones are random, and you can reset before grabbing the stone if you are looking for a specific effect.
How to Get and Use Sigil Stones

You can find unique weapons and armor that are already enchanted as quest rewards, in certain stores, or as guaranteed loot. Notable examples include Daedric Artifacts which are rewards for Daedric Quests, as well as unique gear like Chillrend and Birthright of Astalon that can be found or bought respectively.
In addition to unique gear, you can find generic enchanted equipment as random loot once you reach certain levels. For example, enchanted Daedric Armor and weapons begin appearing in loot starting at level 22.
