The Colovian Highlands
Independent Thievery is located in The Colovian Highlands. You will first need to complete the May the Best Thief Win quest in order to unlock this quest. From there, talk to Armand Christophe.

Talk to Armand Christophe
Talk to Armand Christophe at the Colovian Highlands. If you choose to inquire about the Thieves Guild special jobs, he will suggest that you contribute more and ask you to turn your loot to Ongar the World-Weary.
Sell Stolen Property to Ongar
Head to Bruma and proceed inside Ongar's House. From there, you will need to sell stolen items that amount up to 50 worth of gold. Oncec you've sold the items, return to Armand.
Return to Armand Christophe
Once you've returned to Armand, you can inquire about the Thieves Guild special jobs. He will then give you details reqarding the succeeding quests you can take for the Thieves Guild questline.
Independent Thievery Rewards
Thieves Guild Special Jobs
You will be able to unlock the other quests involved in the Thieves Guild questline after you've completed the Independent Thievery quest. Simply approach Armand and inquire about the special jobs you can take.
