Spawns Randomly at Blackwood

Elder Scrolls IV Oblivion - Willl-o-the-Wisp Location

Will-o-the-Wisps spawn throughout Cyrodiil, but they appear more frequently in the Blackwood area southeast of the Imperial City and directly east of Leyawiin. Fast travel to Leyawiin, swim across the river, and search for the Will-o-the-Wisps there.

Horn cave is located directly south of Imperial City.

Upon entering the cave, immediately turn right and you'll see a locked wooden door. Make sure to bring Lockpicks for the Average level Lock. There you will see the Will-o-the-Wisp.

Appear at Azura's Shrine at Dusk or Dawn

Before starting the Azura Daedric Quest, a Will-o-the-Wisp will spawn between 5 to 7 AM or 5 to 7 PM (dawn or dusk) at Azura's Shrine. Note that some players may not encounter the Will-o-the-Wisp in this area. If that happens, try searching in other locations.

How To Kill Will-o-the-Wisp

Use Magicka Spells or Enchanted Weapons

Elder Scrolls IV Oblivion - How to Kill Will-o-the-Wisp

Players must use Magicka Spells or weapons imbued with elemental enchantments in order to kill a Will-o-the-Wisp. Simply attacking it with a weapon without enchantments will do little to no damage. Once you Slay the Will-o-the-Wisp you can loot Glow Dust.
