| Description | I've discovered a notice from Snak gra-Bura of the Chestnut Handy stables. She is offering to outfit a horse with armor at no charge to anyone who presents her with a note like the one that I've found. I should bring my horse to her and take advantage of this offer. |
Horse Armor is located in The Imperial City. You can start the quest immediately at the start of the game by reading the Horse Armor Note in your inventory.

Speak to Snak gra-Bura
Make your way to Chestnut Handy Stables west of The Imperial City just outside its walls and speak to Snak gra-Bura. She'll explain that she's offering a new service to outfit your horse with either Steel or Elven horse armor and that the note allows you to get one free.
If you already have a horse, she'll offer to outfit it with either Steel or Elven horse armor based on your choice. If you arrive at her stables without the horse, she'll outfit her horse Old Nag with Steel Armor and give it you instead.
This ends the quest, and you can return to Snak gra-Bura to equip succeeding horse with armor for 500 gold. You may also change the armor of your horse anytime by paying 500 gold as well.
Shadowmere is the Best Horse to Armor
The best horse to equip armor is Shadowmere which you get for free for completing the Dark Brotherhood faction questlne.
Equipping Shadowmere armor will increase its health to 750 which is the highest HP a horse can get tied only with the White Horse. Unlike the White Horse, Shadowmere is obtained for free after completing The Purification and can't be killed in combat.
Horse Armor Rewards
Steel or Elven Horse Armor
Completing the quest gives you a choice to equip your current horse with either Steel or Elven Horse armor for free. This also unlocks the ability to equip horses you obtain later with armor for 500 gold.
Both armors offer the same increase in health depending on the horse breed and the only difference is the appearance.
Old Nag with Steel Armor
If you didn't arrive at Snak gra-Bura's stables with a horse, she'll instead equip her horse Old Nag with Steel Armor and give it to you for free.
