Hermaeus Mora Daedric Quest is located in Hermaeus Mora's Shrine northeast of the map, west of Bryma. You have to be level 20 to begin this quest.

As a requirement, you have to finish all Daedric Quests before you can start the Hermaeus Mora Daedric Quest and have started with the Blood of the Daedra main quest.

Once you accomplish all the requirements, speak to Hermaeus Mora to start the quest. He will order you to gather 10 souls, one of each of the races.
You will also be given the Mora's Soul Trap, which should be used on the target before you kill them.

To track your progress, you can open the Quest in the Start Menu, inspect the Hermaus Mora quest and then you'll see all the souls you have captured.

Once you capture the souls of all races, return to Hermaeus Mora to finish the quest.
There is a known bug in the Hermaeus Mora Daedric quest; specifically, Mora's Soul Trap does not capture the target's soul. This bug has been recurring since the original Oblivion and is still present in Oblivion Remastered. Here are the steps to work around this issue.

As a reward for finishing the Hermaeus Mora Daedric Quest you'll receive the Oghma Infinium. This Daedric Artifact, when read, provides a permanent increase to the player's attributes and skills. It is considered one of the Best Daedric Artifacts in Oblivion Remastered.

To use the Oghma Infinium you must read the book and you will choose among Read the Path of Steel, Read the Path of Shadow, Read the Path of Spirit. The Path of Steel grants a permanent stat boost on Strength and Speed, while also raising Blade, Blunt, and Heavy Armor skills.
The Path of Shadow boosts Agility and Speed by 10, and also boosts skills like Acrobatics, Stealth, Light Armor, and Unarmored. The Path of Spirit boosts Intelligence and Willpower by 10 points each, and raises Conjuration, Destruction, and Alteration skills by 10 points.

We suggest that you use the Oghma Infinium when your skill of choice are already level 100. Reading the book will increase the stat up to 110 points.

The easiest way to capture the souls of all races in a single location is to start The Arena Quest. Here, you will face one of each race in a duel to the death.

As an alternative or if you have finished the Arena Questline, you can visit all the Daedric Lord's Shrine and each shrine would have three followers which are typically of different race. There is little to no drawbacks in killing these followers, as you have already finished all the Daedric Quests at this point.
