Boots of Springheel Jak is located in Imperial City. You will first need to complete the Arrow of Extrication quest and collect 700 gold worth of stolen items in order to unlock this quest.
From there, talk to Amusei and inquire her about the details of the quest.
Arrow of Extrication Walkthrough

You will need to wait a couple of hours for Amusei to show up and give you the details for your quest after you've collected 800 worth of stolen gold and completed the Turn a Blind Eye quest.
Amusei will inform you that Gray Fox wishes to meet you at Ganredhel's house in Cheydinhal.

Once you've traveled to the Cheydinal - East Gate, proceed south of the area until you've reached Ganredhel's House.
Head inside, and talk to Gray Fox. He will ask you to bring him the Boots of Springheel Jak from his dead corpse.
You will need to find Jakben, a descendant of Springheel Jak that lives somewhere around the Imperial City.

Travel to the Imperial City Waterfront and talk to Puny Ancus for information. Spare him some gold, and he'll tell you that the Earl has a home in Talos Plaza.

Travel to the Imperial City, Talos Plaza District, and head east until you've reached Jakben Imbel's house. Wait a couple of hours until it is nighttime, then lockpick the door to enter inside.
Talk to Gemellus Axius after you've entered the house, and ask about Sprigheel Jak's tomb. He will tell you that the entrance to the family crypts is in the cellar, and only Jakben has the key to open it.
Lockpicking Explained: How to Lockpick

You will need to find Jakben for the key to his family crypts. He will be somewhere around the second floor of his house. Do note that it will need to be daytime for him to be roaming around in his house.
Once you've found him, ask him about Springheel Jak's tomb. After the conversation, he will give you the Family Crypt Key that opens the door to the catacombs in his basement.

Head down to the first floor, and lockpick the door that leads to Jakben Imbel's Basement. Head down the area, and lockpick the wooden door on the left.
Once you're inside, proceed to the hallway and check the door that leads to the catacombs. Open it using the Family Crypt Key you took from Jakben.

Follow the objective marker when exploring the area, and lockpick the wooden doors you find along the way. Cast an invisibility spell like Ghost Walk or Spectral Form to avoid detection.
You'll eventually reach Springheel Jak's Tomb by following the objective marker. Open the tomb, and take his diary as the boots are no longer there so the diary might provide clues to where the boots are stored.

When reading the diary, you learn that Springheel Jak never died and that he now goes by the name of Jakben, the Earl.
He has revealed himself to have received the Nocturnal's Curse in his diaries, claiming to rule the city in the night.
Once you're done reading the diary, Jakben will now be in the area where you will have to face him in battle. Once he's been defeated, take the Boots of Springheel Jak from his now-dead corpse.

Return to Gray Fox and give him the Boots of Springheel Jak so that you will be rewarded for your efforts in completing the mission.
You will be rewarded 500 Gold once you've completed the Boots of Springheel Jak quest and given the boots to Gray Fox.
