If you want to level up Illusion quickly, you'll first want to max out the experience gain you can get for the skill during character creation. Here are a few bonuses you can get if you really want an optimized start:
If you followed the recommendations above, then you should be starting as an Apprentice with Level 35 Illusion after exiting the tutorial.

Power leveling is a breeze. The real challenge is getting the required spells before you start power leveling your Illusion skill. For the purpose of power leveling, you'll want to purchase the following Self-Target Illusion spells:

Note: It is important to only get Self-Target Illusion spells for now since you won't have to look for an actual spell target. You can just spam cast Illusion spells on yourself for easy skill experience within the comfort of your home.

The short answer is yes, you need to. In the Oblivion Remaster, the higher a spell's Magicka cost is, the more skill XP you get in return for casting it.
For example, once you reach Journeyman level, your casts of Moonlight will start netting you less and less skill XP. If you want to level up fast, you have to start casting a high Magicka cost Illusion spell at the Journeyman level like Shadow Shape.
Once you have all three of the spells listed in the previous section, head over to your house or a place with a nearby bed. Then, start spamming your chosen Illusion spell using quick cast (C on PC).
Once you run out of Magicka, hit T (PC) and wait for 1 hour. This should replenish your Magicka to full, allowing you to quickly resume spell spamming. Below is the breakdown of the required number of spell casts to get +1 Level at each mastery tier of the Illusion skill:

Note: While you can use a Trainer like Carahil in the Anvil Mages Guild to get a few easy Illusion levels, it will cost you even more Gold so we don't recommend using their services.

An important step while power leveling is to rest once you gain a character level up. This should allow you to assign Virtues that increase your Attributes permanently.
When power leveling Illusion, pump points into Intelligence to increase your max Magicka. By the time you reach Illusion level 85+, you'll want to have at least 100 Intelligence for more spell casts.
