There are five NPCs who offer Heavy Armor training in The Elder Scrolls IV Oblivion Remastered. See the Apprentice, Journeyman, and Master Heavy Armor trainer locations, along with the prerequisites for Heavy Armor training with each of them here!

Apprentice Heavy Armor Trainers
Brodras: Leyawiin Fighters Guild
The Wood Elf Brodras is located inside Leyawiin Fighters Guild, and will only train you if you are a Fighters Guild member. He can train Heavy Armor up to skill level 40.
Bumph gra-Gash: Bruma Fighters Guild
The Orc Bumph gra-Gash is located inside Bruma Fighters Guild, and will only train you if you are a Fighters Guild member. He can train Heavy Armor up to skill level 40.
Journeyman Heavy Armor Trainers
Varnado: The Best Defense
The Redguard Varnado is located in The Best Defense shop in the northwest portion of the Imperial City Market District. He can train Heavy Armor from skill levels 40–70.
Master Heavy Armor Trainer
Pranal: Roxey Inn
The Redguard Pranal can be found in the Roxey Inn, located northeast of the Imperial City. At 70 Heavy Armor skill, get a recommendation from Varnado or Valus Odiil.
With the recommendation, speak to Pranal, and he will ask you to give a gift of one Silver Pitcher and four Silver Glasses to Malene, his love interest. These can be either bought from stores or looted, but the best place to look is inside the ruins of Castle Kvatch, where you can take these for free.
His training services will be available once this is complete. As a Master Heavy Armor trainer, Pranal can train Heavy Armor from skill levels level 70–100.
