Interact with an NPC of your choosing and select the Persuasion icon on the lower left of your screen.
From there, a wheel interface will appear where you can choose to Start the minigame, Bribe the NPC, or Go Back to where the dialogue started.
Choose the Start option to begin the minigame. You will now be able to select particular actions from another wheel interface that you can use to persuade the NPC.

The number at the center of the wheel interface represents the initial Disposition the NPC has towards you.
This number is affected by several factors, which includes your Personality, Race, Reputation, Faction Affliations, and Previous Actions.

The choices in the wheel interface are usually fixed, and will consist of actions such as Admire, Coerce, Boast, and Joke.

When choosing an action, try checking the facial expressions of the NPC. This will let you know what actions the NPC will like when going forward with the minigame.
If the NPC is beaming or smiling, then the action will earn you positive disposition points. When the NPC is frowning or scowling, the action will earn you negative disposition points.

Do try to be quick when selecting your actions, as the disposition points in the middle of the wheel interface will decrease as time passes.

Once you've completed a minigame with an NPC, choosing to play with the same NPC again will reveal colors to the actions that will guide you to what choices are liked or disliked by the NPC.

You willl notice that each action has a particular amount of wedges. These wedges determine the amount of points received when choosing an action.
If you choose an action liked by the NPC with 4 wedges, then the positive disposition points earned will be plenty.
This also applies in reverse when choosing an action disliked by the NPC with 4 wedges, resulting in a lot of negative points received when picked.

Additionally, the wedges will rotate clockwise after you've chosen a particular action. Once an action has been selected, you will no longer be able to choose it again.
You will need to be careful when choosing your actions, as the rotation mechanic might impose either 4 wedges to an undesirable action or 1 wedge to a desirable action depending on how the wedge is distributed on the wheel interface.
A good strategy is knowing how the wedges are distributed in the wheel interface and predicting where the wedges will land during rotation.
It might seem like a good strategy to choose positive actions that have the most wedges at the start, but the rotation might impose multiple wedges to a negative action on the next round based on the wedge distribution.
Try choosing negative actions with a small amount of wedges between rounds, then make sure to choose the positive actions with plenty of wedges to earn back positive disposition points.
After you've chosen all 4 available actions, the minigame will end. You can choose to start the minigame again until you reach the maximum disposition of the NPC to earn some rewards.
You can also try to bribe an NPC if you have money to spare.

You will also be rewarded with additional dialogues from NPCs once you've increased the disposition points of NPCs.
Do note that some additional dialogues can only be earned from some NPCs in the game, which means not every NPC can reward you with additional dialogue.

Playing the Persuasion Wheel minigame levels up your Speechcraft Skill, so make sure to play as much as possible when you can.
It is also recommended that you not reach the maximum disposition of an NPC, as it allows you to play the minigame repeatedly.

If your character has a high Speechcraft skill level, it can help make the Persuasion Wheel minigames much easier.
Particular ranks such as Apprentice can give you a unique buff, which can be acquired after you've acquired level 25 of Speechcraft. This buff can help slowly decrease Disposition loss as time passes.
Once you've reached level 100 of Speechcraft and earned the Master Rank buff, your disposition points will no longer decrease as time passes. Additionally, the impact of choosing disliked actions is lessened regardless of the wedges.
