Taking Care of Lex Location
Go to Bravil and Head Inside S'krivva's House
Taking Care of Lex is located in Bravil. You will first need to complete the Lost Histories quest and collect 500 gold worth of stolen items in order to unlock this quest.
From there, talk to S'krivva and inquire her about the details of the quest.

Talk to S'krivva in Bravil
Talk to S'krivva, and she'll ask that you forge a letter that enables the transfer of Hieronymus Lex to the city of Anvil as the new Captain of the Guard. From there, head towards the Anvil Castle Gate.
Travel to the Anvil Castle Gate and Talk With Penniless Olvus
Travel to the Anvil Castle Gate and follow the objective marker to meet Penniless Olvus. Interact with him, and pay him gold so that he'll inform you that a blacksmith knows the secret ways into the castle.
Travel to Castle Anvil and Talk With Orrin
Head to Castle Anvil and proceed inside its premises. Once inside, head left of the area and enter the wooden door to see Orrin inside. Talk to Orrin, and follow him to learn of a secret passageway inside the castle.
Activate Movable Pillar
Continue towards the secret passageway and lockpick the wooden door that leads to private quarters. As you continue, you'll reach the end of the passageway with a stone wall that has two pillars on it.

Cast an Invisible Spell to Avoid Detection
Activate the movable pillar and watch as the stone wall descends to the floor. A guard will be waiting on you as the passage opens, so make sure to cast an Illusion spell like Ghostwalk or Spectral Form to avoid detection.
Grab the List of Candidates
Follow the objective marker until you've reached a wooden door that needs to be lockpicked. Enter the room, and lockpick Dairhill's Desk so that you can get the List of Candidates from inside.
Travel to Anvil Main Gate and Talk With Olvus Again
Travel to the Anvil Main Gate, and follow the objective marker to meet up with Penniless Olvus again. Pay him some gold so that he'll tell of a known forger residing in Anvil.
Ask the Stranger to Forge the Letter
From there, follow the objective marker until you've reached the entrance of an Abandoned House. Talk to The Stranger and ask him to forge the letter.
Wait outside the house for 24 hours so that the letter will be finished by the stranger. Follow the objective marker when done, and talk with the stranger. Pay up the 500 gold for his service and get the letter.
Travel to Imperial City Prison and Seal the Letter
Once you've acquired the letter, head to the Imperial City Prison and enter inside the Legion Offices by lockpicking the entrance door. Head to the wooden door on the right, and proceed inside.
Before entering, cast an invisibility spell to avoid detection. Check the desk for an Imperial Legion Seal so that the letter can be sealed and delivered to Countess Umbranox.
Travel to Castle Anvil and Talk With Countess Millona Umbranox
Head back to Castle Anvil, and proceed straight to the throne room so that you'll meet Countess Millona Umbranox. Talk to her, and discuss the matter about the New Guard Captain so that you can give the letter.
Travel to Imperial City Temple District and Inform Hieronymus Lex
Travel to the Imperial City Temple District, and talk to Hieronymus Lex. Inform him about the matter of the New Guard Captain so that he will now be transferred to Anvil.
Return to S'krivva For Your Reward
Return to S'krivva at your usual meeting spot and discuss your reward for completing the mission. She will give you 1000 Gold and a promotion to a new guild rank for your efforts.

Promotion to New Guild Rank and 1000 Gold
You will be promoted to a new guild rank and given 1000 Gold once you've completed the Taking Care of Lex quest from S'krivva.
