Players can unlock the quest Unfriendly Competition by talking to either Ogier Georick at The Main Ingredient or Jensine at Jensine's "Good as New" Merchandise. Both of them are located at the Imperial City, Market District.
Unfriendly Competition Walkthrough
Talk to Ogier Georick or Jensine
Choose the dialogue option Thoronir when talking to either Ogier Georick or Jensine to begin the quest. If you speak to Ogier Georick, he will ask you to go to Jensine and she will fill in the details.
If you speak directly to Jensine, she will provide you with all the details right away, allowing you to skip the step of talking to Ogier altogether. They will ask you to confront Thoronir.
Confront Thoronir
Head to the Copious Coinpurse at the Imperial City, Market District and confront Thoronir. Choose the Dialogue option Inventory, then, you'll have multiple dialogue options. Choose any of the three options as the outcome for the choices would be the same.
Wait Until 7pm and Follow Thoronir
You need to follow where Thoronir is going to know where he gets his wares. To do this, wait until 7pm or when the shop closes and follow him, he will walk around Imperial City and eventually stop in an alley with a well in the middle to meet Agarmir.
Eavesdrop on Thoronir and Agarmir
The conversation between Thoronir and Agarmir won't begin unless you sneak up close to them. Hiding behind the well is too far away to trigger it, so you need to move in closer to overhear their exchange.
Follow Agarmir
After their conversation, Agarmir will walk around Imperial City, and finally stopping at his home "Agamir's House" located at southwest portion of Imperial City, Talos Plaza District.
Lockpick the Front Door and the Basement
You have to use lockpicks to unlock the front door. Note that the door will be barred if he is inside the house, you need to wait a few hours until he is out of the house and you will be able to lockpick the door.
Make sure to bring enough lockpicks as the front door and Basement are both Average level locks.
Take the Book on Top of the Table
Once you enter the basement, you'll see a table with candles on top and a book named Macabre Manifest. Make sure you take the book because only reading it will not progress you to the next step.
Confront Thoronir Again
Return back to Thoronir and choose Taken from the Dead dialogue option. Thoronir will then ask you to hunt Agarmir.
Head to the Trentius Family Mausoleum
Agarmir is located at the Trentius Family Mausoleum. There, you will be ambushed by Agarmir and Rolgarel. Defeat both of them to continue on.
Note that Rolgarel is equipped with Dwarven gear; make sure to prepare for the fight.
Take Agarmir's Shovel
Take Argamir's Shovel in front of the cracked coffin, this will be used to progress through the quest as evidence of Thoronir's innocence.
Optional: Loot the Calliben's Grim Retort
On the left side of Trentius Family Mausoleum, you can Loot Calliben's Grim Retort right behind the coffin of Calliben Trentius. Make sure to look beside the head of the statue as it is well hidden.
Head Back to Thoronir
Make your way back to Thoronir and he'll ask you if you were able to stop Argamir. Choose the dialogue option Yes, here is his shovel. You'll receive the Weatherward Circlet from him.
Head Back to Jensine
Go to Jensine at Jensine's "Good as New" Merchandise to finish the quest and she will reward you with 200 Gold.
Unfriendly Competition Rewards
Weatherward Circlet and Gold
You'll receive the Weatherward Gold from Thoronir and receive 200 Gold from Jesine after completing the Unfriendly Competition quest.
