Improve Sneak Level

The best way to not get spotted when stealing is to have a high sneak level. Higher sneak levels give you perks that decrease your chances of getting caught when trying to sneak or steal from someone.

To level up your sneak level, you need to crouch walk near some people or enemies without them look at you which is indicated by the closed eye icon in the middle of the screen.

Level Up Sneak in Baenlin's House in Bruma

You can sneak inside the hatch of Baenlin's house at the east of Bruma. Make sure to close the hatch first while inside and then sneak around. This is a good way to level up you Sneak level.

Steal During Nighttime

You will be less likely to get spotted by someone if you try to steal during the nighttime or steal around a dark area. Try to stay out of the lights or bright areas when trying to pickpocket someone.

Wear Light Boots or Be Barefoot When Sneaking

The weight of your shoes factors into the noise you make when sneaking. Wearing shoes that doesn't weigh a lot or being barefoot while sneaking will improve your chances of stealing without getting caught.

Sneak in Third Person Mode

The best way to make sure if there's people around you when you are going to steal from someone is to switch into third person mode.

To switch to third person, simply press the Change View button. The actual button depends on the device a player is using; for PC, it's the middle mouse button, for Xbox, it's the R3 button.
