Head to Benirus Manor, located east of Anvil. Enter the manor, go upstairs to the master bedroom, and sleep in the bed.

Upon waking up, you will be attacked by three Ghosts. Defeat them to continue.

Go downstairs and examine the broken vase near the fireplace. Interact with the Scrap from Lorgren's Diary and the Skeletal Hand.

Return to The Count's Arms and ask about Velwyn. You'll learn that he has already fled to The Imperial City.

Travel to The Imperial City and head to the Elven Gardens District. Enter The King and Queen Tavern in the center.

Meet Velwyn again at The Count's Arms and tell him you’re ready. Follow him to Benirus Manor.

Inside, head down to the basement. Be prepared to fight more Ghosts along the way!

TES IV Oblivion Velwyn Opens Sealed Portal
At the far end of the basement, you will find a sealed wall. Wait for Velwyn to open it for you. Once he opens the Sealed Portal, the Ghosts and Velwyn will disappear.

Enter the Sealed Portal and interact with Lorgren’s Skeleton. The voice of Lorgren Benirus will then ask you to attach the Skeletal Hand to his body.

As soon as you interact with the Skeleton again, Lorgren's Ghost will appear. Defeat him to stop Ghosts from spawning and to lift the manor's curse.

Fully Upgraded Benirus Manor

By the end of Where Spirits Have Lease, the Benirus Manor will be fixed and fully upgraded. Other than that, you can obtain various common weapons and items, along with XP as you progress through the quest. You can also keep anything you loot from the manor.
