Exploiting its elemental weakness or hitting it with powerful attacks will make it flinch and drive it from its burrow, pressuring it.

There are multiple enemies here that have fire and/or ice weaknesses. Make sure to equip a Fire and Ice Materia, in order to cast spells that are strong against these enemies until they stagger.
