On Chapter 13, Defeat the 2 Ancient Dragons waiting for you at the tower and absorb their Lifestream Fragments. Keep exploring the area, destroying and absorbing blue crystals to get enough fragments for the final vessel. At the top of this tower is the previously inaccesible chest. Open it to get the Cetran Armband.
