Safety Bit will not help you during the Odin boss fight since his signature move, Zantetsuken, is not an Instant Death ability. Rather, it deals 9999 Damage on hit, which is a guaranteed insta-kill for characters below that HP threshold.

During Chapter 7 in the Coal Mines, after you change tracks, go to the right track then after going forward a bit, you will see a ladder to the left. Climb the ladder to find a group of enemy, you can find the Safety Bit on the shed in the area.
