How to Get the AP Up Materia

Beside the Stairs and Ladder in Tunnel No. 1

You can get an AP Up materia during chapter 3. On the Old Republic Tunnels, cross the catwalk then jump down. The Materia can be found just beside the stairs.

Obtained from Combat Simulator

The AP Up materia can be obtained from the following combat simulator stages.

Soon as you finish Aerith's trial as a child you regain control of Cloud. Before you even move, directly to the west is a closed door. Go through it. You will see the AP Up immediately down the corridor.
