You can get an AP Up materia during chapter 3. On the Old Republic Tunnels, cross the catwalk then jump down. The Materia can be found just beside the stairs.
The AP Up materia can be obtained from the following combat simulator stages.

Big mistake.. cant get in story mode.. its heal materia ( green ) i reloaded 2 times the chapter and got heal instead of ap materia
