Speak with Nerussa in Wawnet Inn, Weye

Nerussa

Head to Wawnet Inn in Weye and speak with Nerussa. Choose the Wine dialogue option to start the quest.

Gather 6 Shadowbanish Wine from Forts

Shadowbanish Wine

You need to gather 6 Shadowbanish Wine to complete the quest. You can find at least 2 or 3 of them inside treasure chests from the forts in Cyrodiil.
