    First 2 Templar quest are becoming available after killing the Pirate Samemaru in the Fox part of Shinbakufu quests. I had several Shinbakufu members still to kill when I unlocked it. The other 2 unlock after completing all Shinbakufu quests.

    You’re wrong about when the Templar quests become available. I got the first two well before finishing act 2.
