Once you complete the Wake Up Call main quest and have left Makinoodera Temple to freely explore the world, all the Sekiryu Dual Pack Deluxe Edition bonuses will be available in your inventory, ready for you to equip.
When you unlock Yasuke in Act 2 and can open his inventory, the Deluxe Items will be awarded immediately and likewise ready to equip.

During the From Spark to Flame main quest, which begins right after you exit Makinoodera Temple, you'll set up your Hideout. Afterwards, you can decorate your available buildings with the Sekiryu Hideout Pack Deluxe decorations.
If you check your inventory and the items are still not there, you can check your system and game info to see if you have the Deluxe Pack DLC properly installed.
