S Tier BloodshadeBloodshade The Bloodshade is the best Katana because it inflicts Bleed while also having a great legendary engraving that prevents affliction buildup from decaying.

With how early you get this Katana and how easy it is to chunk enemy HP bars with it, the title of best surely belongs to the Bloodshade.
A Tier Yami no KageYami no Kage The Yami no Kage is a close second in utility since its perk is one of the easier ones to use in actual combat. Once you get the Counter-Attack passive, the damage you can deal with this Katana scales well into late-game provided you keep it upgraded.
Steel BlossomSteel Blossom A vault procs Vulnerable, which means a posture attack after vaulting immediately triggers a Weakpoint Attack. This would normally make the Steel Blossom S-Tier, but it's held back by the fact that it has no affliction buildup (only an Adrenaline Gain stat).
B Tier SnakebiteSnakebite Useful for players who like integrating Shuriken or Kunai throws during combat. However, given how late in the main story you get this, its utility is rather limited unless you've been using a tool-heavy fighting style leading up to getting it.
C Tier IgaIga's Flame Realistically, it's better to use abilities in combat as Naoe rather than keeping your Adrenaline Chunks topped up for a measly +8% Affliction Buildup.
Masked DeathMasked Death Requires you to perfect dodge in order to get the effect. This often means the fight devolves into dodge fishing when you could just be dishing out damage using Vaults, Dodge Attacks, or Abilities.

Bloodshade is the Best Katana

The Bloodshade is the best Katana since it allows you to chunk enemy HP with Bleed. Most other legendary Katanas in Assassin's Creed Shadows will only have Adrenaline Gain for their 4th stat. This locks them out from inflicting any sort of affliction which, in the late-game, makes a world of difference.

Additionally, the Bloodshade's unlocked legendary engraving allows you to prevent affliction buildup from decaying. This is usually an issue for Naoe at higher difficulties since enemies tend to block and parry a lot - detrimental to affliction buildup since it relies on consecutive hits to proc.
