How to Unlock Chaos or Order
Speak to Hatakeyama Yoshimasa in Kyoto
The quest marker for Chaos or Order will pop up on your map if you travel to Kyoto, the city located in central Yamashiro. Speak to the man in a red kimono, waiting at a corner southwest of the Northern Kyoto Kakurega in order to unlock this quest.
Chaos or Order Walkthrough
Kill 100 Bandits in Yamashiro
Hatakeyama Yoshimasa asks you to kill 100 bandits to keep the region safe. Only bandits within the Yamashiro region will be counted, regardless if you found them in enemy bases, out in the wild, or while doing quests.
If you want to focus on the objective of this quest, you can go around hostile points of interest, or those marked with a red diamond on the map to hunt bandits.
Only One Castle in Yamashiro Has Bandits
Most castles in Yamashiro host samurai instead of bandits, except Hanazono Castle which has a significant number of bandits to kill.
Best Bandit Hunting Locations
The best places to hunt bandits in Yamashiro are Hanazono Castle, which is overrun by bandits, and the hostile Kikori Camp. Both are located east of Kyoto, with Hanazono Castle positioned more to the northeast.

The Kappa Can Be Found in Haunted Tatarigami Village
The Yokai target, the Kappa, can be found near the Haunted Tatarigami Village as part of the Yokai Objective Board. While the Kappa aren't the actual main target, they will lead you into the village, where you'll encounter bandits you must eliminate.
