During the tailend of the Tea Ceremony quest, you will have to choose between confronting Otama or Wakasa since both of them are suspects on your father's assassination. Wakasa is the killer and your actual target, the Golden Teppo. Otama is innocent and a red herring.
However, the choices you made throughout the Tea Ceremony quest will affect the outcome heavily, as Wakasa will only invite you if you managed to preserve your false identity and confronted her after the ceremony.
Failing to convince them of your false identity or accusing Otama leads to a quest where both her and Wakasa dies.

Responses in bold text preserve your false identity.
Getting a total of at least 4 points preserves your identity and allows you to take a route where only the true Golden Teppo dies. Discrepancies on your actions by getting 3 points or less reveals your identity and locks you out of the canon outcome.
Should You Confront Otama or Wakasa?
Preserve Your Identity and Confront Wakasa
Wakasa is the killer of Naoe's father and should be the one that you confront. After choosing her, she will invite you to her house, and give you the opportunity to look around.
You will find the golden teppo displayed on a wall in her room. Pick it up to trigger a cutscene where you assassinate Wakasa.
Confronting Otama Will Still Have You Killing Wakasa
Confronting Otama is the more tedious path, since she is not the killer you are looking for. Choosing Otama will lead to you chasing her down and then killing her.
Naoe will then realize that the killer is Wakasa, and you will have to confront her in Osaka Castle. Instead of a simple cutscene in an empty house, you will have to sneak around enemies in a guarded castle to find Wakasa and assassinate her.
