Ghost General Location
Port of Sakai in Izumi Settsu
In Sakai, a town located in the western Izumi Settsu region, you'll find the Ghost General and a Ronin patrolling with him. They roam the northwestern side of Sakai, moving between the Port of Sakai and the Money Changer District.
Note: The Money Changer District is a hostile area, so proceed with caution if he roams there.
