During the end of the Heads Will Roll quest, you will have to choose between “Justice must be served” or “Killing them isn't justice” which will affect your recruitment of Yaya during her side quest, The Stray Dogs.
Two more dialogue choices—both found in The Stray Dogs—can affect Yaya’s recruitment, so if you don’t make the choice that she agrees with here, it won’t lock you out of recruiting Yaya. You only need to side with Yaya in two out of these three dialogue choices in order to recruit her.
Choose Killing them isn't justice instead of Justice must be served during the finale of the Heads Will Roll quest to gain Yaya's approval. Choosing this option will still get the soldier executed but you will still gain Yaya's approval.
This option is the peaceful one despite not being the canon choice and will help you to recruit Yaya on a later quest called The Stray Dogs.
Picking Justice must be served instead will make Yaya upset at you. You agree with Mitsumune on the execution of the soldier which will make him happy in exchange of making Yaya angry. Despite being the violent choice, this is actually the canon choice within the story.
If you choose this option, you still have a chance to recruit Yaya if you make peaceful and forgiving choices in The Stray Dogs quest.
