Complete The Pirate Alliance Quest Board
The Koromodako Cave is locked behind The Pirate Alliance Quest Board. After dealing with all the NPCs in The Pirate Alliance, talk to Shido and he will give you a key to a treasure. The entrance of the cave won't appear until you complete the whole Quest Board and get the key from Shido.
After meeting all the requirements, head to the island northwest of Shattered Coast to find the cave entrance.

Fujin's Tempest Amulet
You can get the Fujin's Tempest Legendary Amulet for Yasuke inside Koromodako Cave. You can find it inside the Legendary Chest at the deepest part of the cave.
