Your assessment of her having lower magic damage output is dead wrong. She's actually one of the strongest mages in the game realistically speaking thanks to her speed. Speed doesn't matter against the General, but a Sage with a Spd cap penalty won't double a Great Knight (25 spd vs the sage's 30) and a Sage won't double a number of classes Hortensia can. On average Hortensia will be stronger than a Sage for all but 2 classes (unless you seriously modify your sage's speed)
